Cooling Tower Fill Replacement Project Planning Checklist

2026-5-1 Comments

I have managed dozens of cooling tower fill replacement projects, and I have learned that good planning is the difference between smooth success and costly headaches. To help you avoid the common pitfalls, I have put together a practical checklist. Whether you are replacing your Cooling Tower Fill Manufacturer product for the first time or the tenth time, this guide will keep you on track.

Pre-Project Planning – 3 to 6 Months Before

Start early. Rushing a fill replacement leads to mistakes and overtime costs.

  • Measure your tower dimensions. Do not rely on old drawings. Physically measure cell width, depth, and fill height. Towers settle over time, and original dimensions may no longer be accurate.
  • Confirm fill type and spacing. Is it film fill or splash fill? What flute spacing? Get a sample if possible.
  • Check water distribution. Inspect nozzles, basin, and piping. Plan for repairs or replacement.
  • Order fill early. Lead times can be 4-12 weeks depending on the supplier. Do not wait.
  • Budget for ancillary components. New drift eliminators, nozzles, and intake louvers should be replaced at the same time.

Assess Your Access and Safety

How will you get the old fill out and new fill in? Do you need scaffolding, a lift, or a crane? What about fall protection? Fill replacement often requires working at height. Plan for safety equipment and permits. If you are using an outside contractor, get their safety plan in writing.

Pre-Shutdown Preparation – 2 to 4 Weeks Before

As the replacement date approaches, take care of the details.

  • Notify all affected departments. Operations, maintenance, safety, and management need to know the schedule.
  • Arrange for temporary cooling if needed. Can you run on reduced capacity during the outage? Do you need rental chillers or cooling towers? Plan ahead – rental equipment is expensive and may not be available last minute.
  • Order waste disposal containers. Old fill is bulky and may be considered industrial waste. Check local regulations for disposal.
  • Schedule crane or lift. If needed, book it now.
  • Prepare tools and consumables. Utility knives, safety gloves, cleaning supplies, replacement nozzles, sealant, fasteners.

During the Shutdown – Execution Phase

This is where the work happens. I recommend having a supervisor on-site full-time during the outage.

  • Lock out tag out. Disconnect power to fans, pumps, and any electrical equipment. Verify zero energy state.
  • Drain the tower and basin. Clean out sludge and debris before removing fill.
  • Remove old fill carefully. Do not just rip it out – you may damage the support grid. Cut fill into manageable pieces if needed.
  • Inspect and repair support structure. Look for rusted bolts, corroded supports, or damaged grids. Replace as needed.
  • Clean the tower interior. Remove scale, biological growth, and debris from walls, basin, and distribution system.
  • Install new fill following manufacturer directions. Pay attention to orientation – fill has a direction. Do not force fill; it should slide in with light pressure.
  • Install new drift eliminators and distribution nozzles. Replace any worn components.
  • Test water distribution before returning to service. Run water through the system without fans to check for even coverage.

Common Installation Mistakes to Avoid

I have seen all of these:

  • Installing fill backwards – the flutes must slope toward the basin.
  • Leaving gaps between fill packs – water bypasses reducing efficiency.
  • Not securing fill packs – they can shift during operation.
  • Using old fasteners – they may be corroded and fail.
  • Skipping the pre-startup water test – you will not catch distribution problems until it is too late.

Startup and Performance Testing

Do not just turn the tower on and walk away. Verify that the replacement worked.

  • Start fans and water flow gradually. Listen for unusual noises – vibration or rattling may indicate loose components.
  • Measure approach temperature. Compare to design and to pre-replacement values. It should be significantly lower.
  • Check fan amperage. Should be lower than before replacement due to reduced fill pressure drop.
  • Inspect for drift. Look for visible mist from the fan stack. If present, drift eliminators may be installed wrong.
  • Monitor for 24 hours. Check water distribution, basin level, and any leaks.

Post-Project Documentation

Record the details for future reference.

  • Log baseline performance. Approach temperature, fan amps, water flow, and intake temperature at full load.
  • Save fill specifications. Manufacturer, model, flute spacing, material type, and purchase date.
  • Note any modifications. Did you change nozzle size or add supports? Record it.
  • Update your maintenance schedule. Plan for first inspection at 6 months, then annually.

A well-planned cooling tower fill replacement should be boring – everything goes smoothly, and nobody remembers it happened. If you have drama, something went wrong. Use this checklist to stay boring. And if you need help with any step, we are here to advise or manage the entire project for you.
